The Department of Social Welfare & Development Field Office 10 is hiring with the following minimum qualification standards:
(1) ADMINISTRATIVE OFFICER II (Financial Analyst I)
SG 11 – PHP 28,512.00
Area of Assignment: Social Pension Section, PSD, DSWD FO X

CSC MINIMUM QUALIFICATION STANDARDS:

Education: Bachelor’s degree relevant to the job
Training: None required
Experience: None required
Eligibility: Career Service (Professional)/2nd Level Eligibility

PREFERRED QUALIFICATIONS:

Education: Graduate of Bachelor of Science in Accountancy or other related finance course
Training: Four (4) hours of relevant training related to financial management
Experience: One (1) year relevant experience in government finance
Eligibility: Career Service (Professional)/2nd Level Eligibility
Job Outputs:
1. Contracts, Memorandum of Agreements, Purchase Orders and APRs/AORs and Disbursement Voucher
2. Liquidation Reports
3. Reconciled Subsidiary Ledgers for Cash Advance
4. Prepare/review WFP
5. Other Special Reports

Duties and Responsibilities:

a. Prepares financial reports and statements such as the status of compliance with the Reconciliation Statement, Annual Procurement Plan, Project Procurement Management Plan, Work and Financial Plan (WFP) and Budget Proposal.
b. Consolidate Program-based financial statements.
c. Update the status of compliance with the the Commission on Audit findings.
d. Prepare the year-end statement of Cash Flow, Breakdown of Expenses, Comparative BS/IS, Cash Flows and Notes to Financial Statement.
e. Process and review of financial transactions such as Contract, Memorandum of Agreements, and Purchase Orders APRs/AORs with exciting budgeting, accounting, and auditing rules and regulations to avoid Audit Observation Memorandum (AOM), Suspension and Disallowance.
f. Pre-audits financial transactions of the program/section.
g. Review and process payroll and other Personal Services (PS) as to the validity, accuracy, and completeness of supporting documents.
h. Prepares monthly and annual statistical reports of division/section activities.
i. Prioritizes own work based on deadlines or other guidelines; makes recommendations and assists in implementing improvements in office policies and procedures; updates and maintains office policy, procedure, and financial manuals and directories.
j. Assists with special projects, including monitoring progress, drafting schedules, and progress reports.
k. Perform other tasks that may be directed by the immediate supervisor.
ONLY WITH WORK EXPERIENCE:
A copy of the performance rating in the present position for the last rating period or its equivalent for external applicants must have a Very Satisfactory rating.

Cut-off Scores:
1. The Longlisted applicants must obtain 60% of the maximum total score of the
Technical/Special Examination.
2. Initial Shortlisting: Obtain 75%, or 45 points, of the maximum total score of the ETE.
3. Top five highest rating, but overall rating should not be less than 80%.
